I just found out that the first 'passionate' gay kiss was in Dawson's Creek in 1994 apparently. So... that would explain why Tim/Gavin was really really ahead of it's time and why we didn't get to see even a little kiss...

If the first was in '94, it sounds like they could've had one but didn't want to risk it, which is fair enough.
I saw an episode of Game On which has a gay kiss, nothing too passionate, (although the gay guy involved reminded me a LOT of Gavin..Think it was the eys!) and that would've been around '95/'96 I think, so Brittas could've risked it in the later series - GF:RIP obviously springs to mind!

I don't know if it didn't happen 'cos of the risk factor or because of the characters... they were never really the type, imparticularly Gavin, to have public displays of affection during working hours. Most that happened was the Christmas special in the outdoors.

yeah. it COULD have been out of character... BUT, there's still evidence that they do get up to stuff during work hours. I could have seen a 'pull Tim /Gavin round the corner and kiss him' thing going well.

It was implied, when Gavin was saying "I mean, people come in here to get *changed* and-... ... all sorts of things..." and then later on Gavin and Tim's schedules didn't match up with what other people had said about them, and Tim was going all shifty.
