Other than the mannerisms, and the fact that they're both pretty dysfunctional, i can't really see a similarity.
but yeah, i'm convinced that Col acts so mean because he's insecure, so takes it out on Frank, who understands why he does it, so they have a sort of 'understanding' going on there.
